John Havrilchak concentrates his practice in the areas of real estate tax appeals and abatements. Mr. Havrilchak represents municipalities and private property owners in the defense and prosecution of tax appeals before the various county boards as well as the New Jersey Tax Court. He also advises clients about the availability of tax abatements, tax exemptions and other incentives for real estate development projects. Mr. Havrilchak served as an Assistant Corporation Counsel for the City of Newark. He was responsible for defending and prosecuting complex real property tax appeals before the Tax Court of New Jersey, the Appellate Division of the Superior Court of New Jersey and numerous County Boards of Taxation. He also negotiated and drafted financial agreements for major commercial, industrial and residential redevelopment projects afforded tax abatement under the Long Term Tax Abatement Law and the Housing and Mortgage Finance Agency Act. He is counsel of record in a number of key published decisions and he successfully litigated the issues arising from the 2003 revaluation conducted by the City of Newark, which was the largest revaluation in the history of New Jersey.
