Joseph Oxley is a past prosecutor, mayor and most recently served as Sheriff of Monmouth County for over 12 years. As Sheriff, he oversaw a 695 member, $60 million agency encompassing a law enforcement division, a 1,328 bed maximum security correctional facility, a youth detention center and a police communications/911 emergency dispatch center. In 2006, Mr. Oxley received the Ferris E. Lucas “Sheriff of the Year” Award and guided the office to become the first in the country to earn six national accreditations, covering all areas of operation. He is a Certified Public Manager and a Certified Jail Manager and is past President of the American Jail Association. In addition, Mr. Oxley has been designated a Diplomate in New Jersey Municipal Law. Currently, he is Chair of the Monmouth County Republican Organization.

Mr. Oxley is an adjunct professor at Monmouth University and a frequent speaker at state and national conferences on law enforcement, correctional and emergency response issues. In addition to his formal BA and JD degrees, he is a graduate of New Mexico Tech’s “Incident Response to Terrorist Bombing” and “Prevent and Response to Suicide Bombing Incidents” programs. He is an instructor for the National Sheriff’s Association (NSA) “Managing the Weapons of Mass Destruction Incident” and “Jail Evacuation Planning and Implementation” executive level training programs and has taught these programs at locations throughout the United States.

As Chair of the firm’s Crisis Management Group, Mr. Oxley focuses on preparing private and public sector organizations for a broad range of crisis management industries, including risk analysis, emergency preparedness, continuity of operations, public relations management and internal fraud investigations.
